Gap to the Best Grid: 155 Countries Matching Their Size Band's Median Would Have Avoided About 2,061 MtCO2, an Illustration
If every one of 155 countries had matched the median intensity of its size band, about 2,061 MtCO2 of power sector CO2 (14% of their 14,630 MtCO2) would have been avoided in 2024 or 2025. Matching the top quartile of its band: 5,463 MtCO2 (37%). Matching the cleanest grid in its band: 13,386 MtCO2 (92%). This is an illustration of scale, not a forecast. The biggest single contributors at the median are China (552 MtCO2), India (406 MtCO2) and Indonesia (121 MtCO2). Data as of 2025, Ember annual statistics.
Read the totals with care. This is an illustration of scale, not a forecast and not a target. It asks what emissions would have been in the latest year if every grid above a benchmark had matched it with the same generation. It ignores geography, hydro and geothermal resources, cost and the years a change would take, and the cleanest grid in a band often owes its position to unusual hydro or nuclear resources.
Of the 215 countries in the export, 155 are included. 60 were left out: 18 whose latest year is before 2024 and 42 that generated under 1 TWh. Each is measured in its own latest Ember year (2024 or 2025).
Key Facts
- Illustration, not a forecast: if 155 countries had matched the median carbon intensity of their size band, about 2,061 MtCO2 of power sector CO2 (14% of their emissions) would have been avoided in 2024 or 2025.
- Matching the top quartile of their band would have avoided 5,463 MtCO2 (37%); matching the cleanest grid in each band 13,386 MtCO2 (92%). These are an illustration of scale, not a forecast.
- China has the largest avoidable total at the median, 552 MtCO2: 528 gCO2/kWh in 2025 against a median of 476 gCO2/kWh in its band of 200 TWh and over.
- 79 of 155 countries are already at or below the median of their size band.
- 1 to 10 TWh (47 countries): median 514 gCO2/kWh, top quartile 275 gCO2/kWh, cleanest grid Albania at 25 gCO2/kWh, dirtiest Kosovo at 906 gCO2/kWh.
- 10 to 50 TWh (53 countries): median 275 gCO2/kWh, top quartile 120 gCO2/kWh, cleanest grid Ethiopia at 23 gCO2/kWh, dirtiest Turkmenistan at 1,306 gCO2/kWh.
- 50 to 200 TWh (30 countries): median 335 gCO2/kWh, top quartile 160 gCO2/kWh, cleanest grid Norway at 28 gCO2/kWh, dirtiest Uzbekistan at 1,000 gCO2/kWh.
- 200 TWh and over (25 countries): median 476 gCO2/kWh, top quartile 334 gCO2/kWh, cleanest grid France at 41 gCO2/kWh, dirtiest Indonesia at 705 gCO2/kWh.
- Peer groups are size bands of latest year generation: 1 to 10 TWh, 10 to 50 TWh, 50 to 200 TWh, 200 TWh and over.

Illustration, not a forecast. The cleanest grid in a band often owes its position to large hydro or nuclear resources, so the last column is an upper bound for scale, not a plan. The median is the most defensible benchmark.

Size bands use generation in each country's latest year. Intensity is Ember's published gCO2/kWh. Rank in band is 1 for the cleanest grid.
How This Is Measured
Ember annual statistics to 2025- Intensity is Ember's published carbon intensity of power sector generation in gCO2/kWh, for each country's own latest year (2024 or 2025). Emissions are Ember's modelled power sector CO2.
- Peer group: countries of a similar size, by generation in the latest year: 1 to 10 TWh, 10 to 50 TWh, 50 to 200 TWh, 200 TWh and over. Size is used because small island grids, mid sized national grids and the very large grids face different problems, and a country is never compared with one ten times its size or a tenth of it. Region was not used as a second cut: with four size bands and five or six regions each group would hold a handful of countries and its "best" would be a single grid.
- Benchmarks per band: the median (half the band is cleaner), the top quartile (the 25th percentile of intensities, by linear interpolation, so a quarter of the band is cleaner) and the cleanest single grid. The median is the least demanding and the most defensible; the cleanest grid is often a country with large hydro or nuclear resources, so matching it is an upper bound, not a plan.
- Avoidable CO2 for a country above a benchmark = (its intensity minus the benchmark) x its generation. Countries at or below the benchmark avoid nothing and are not netted off: the world total is a gross sum over countries above their benchmark. 1 gCO2/kWh over 1 TWh is 1,000 tCO2.
- Grids under 1 TWh, countries whose latest year is before 2024, countries with a zero or negative intensity (provisional values in Ember's data) and size bands with fewer than 5 countries are left out.
- This is an illustration of scale, not a forecast and not a target. It asks what emissions would have been in the latest year if every grid above a benchmark had matched it with the same generation. It ignores geography, hydro and geothermal resources, cost and the years a change would take, and the cleanest grid in a band often owes its position to unusual hydro or nuclear resources.
A band needs at least 5 countries to be used. More on sources and licences: methodology.
Questions About the Gap to the Best Grid
How much CO2 would be avoided if countries matched the median grid of their size?
About 2,061 MtCO2 of power sector CO2 a year (14% of the 14,630 MtCO2 these 155 countries emitted in 2024 or 2025).
What is a peer group on this page?
Countries of similar size, by generation in the latest year: 1 to 10 TWh, 10 to 50 TWh, 50 to 200 TWh, 200 TWh and over. Each country is compared with the median, the top quartile and the cleanest grid of its own band.
Is this a forecast?
No.
Which countries are left out?
Of the 215 countries in the export, 155 are included. 60 were left out: 18 whose latest year is before 2024 and 42 that generated under 1 TWh. Each is measured in its own latest Ember year (2024 or 2025).
